Workshop held for ministers and vice ministers to promote philosophy of the new government

Seoul--(뉴스와이어)--President Lee Myung-bak today presided over a workshop for ministers and vice ministers at the Central Officials Training Institute in Gwacheon.

The workshop was attended by some 90 participants, including Prime Minister Han Seung-soo, ministers and vice ministers, minister and vice minister-level committee chairpersons and their members as well as the presidential chief of staff and senior secretaries.

Clarifying the philosophy of the Lee Myung-bak Administration on state affairs and the direction of governance, Prime Minister Han said, "I believe the successful administration of national affairs over the next five years depends on you who are gathered here today." He also vowed, "The Cabinet will do its part to become advanced and hardworking in order to develop the Republic of Korea into an advanced and prestigious country."

The Prime Minister went on to say, "We should be committed to making incessant efforts to meet the challenge of difficulties and competition in a bid to revive the economy and achieve social integration. Despite the difficult situation stemming from global economic woes and other reasons, we will make a teamwork-based cabinet that will exert concerted efforts to achieve common goals."

In addition, he remarked, "The first Cabinet of the Lee Myung-bak Administration will become a cabinet promoting blue ocean innovations. It will stay ahead of the competition, rising above fears about change through a shift in ways of thinking." He added, "The Cabinet will do its utmost to make a truly global Korea and ensure that the Administration will promote better communications with the international community beyond the Korean Peninsula."

Prime Minister Han stressed, "We will make sure that the Cabinet will become a steadfast example of integrity for all government officials, thus guaranteeing that the new Administration will be the cleanest compared to all preceding governments. In this context, we will strictly hold civil servants involved in influence peddling accountable."

The Prime Minister went on to say, "For its part, the Cabinet will help boost the morale of the people by further developing their potential and capabilities. In addition, by faithfully serving the people, who are the masters of the nation, we will pay keen attention to things that are actually happening on the scene of everyday lives of ordinary people discarding practices of armchair discussions."

Prime Minister Han made a request to the participants saying, "The relatively favorable conditions of the past 10 years are now coming to an end. The new Administration has been recently launched under a difficult situation at home and abroad. Now is the time for us to do our utmost to turn this moment of crisis into an opportunity."

Announcing measures to sharpen national competitiveness for establishing a first-rate advanced nation, Chairperson SaKong Il of the National Competitiveness Council said, "Findings of the World Bank 2008 Doing Business Index showed that Korea ranked 30th among 178 countries." Then, he stressed the need for continued deregulation and improvement of efficiency in the overall economic sectors.

With regard to the revitalization of the nation's economy by making the procedures for starting and liquidating businesses less complicated, the chairperson underscored the necessity of more proactive deregulation. "An analysis shows that the potential growth rate would increase by 0.5 percent if the existing regulations regarding starting a business were cut by half," the chairperson said.

Kwak Seung-jun, the Senior Secretary for State Affairs Planning made a presentation about "The Significance of Government Tasks and Major Government Tasks." He made his presentation based on the visions, government policy guidelines and government tasks prepared by the Presidential Transition Committee. He said, "The Lee Myung-bak Administration should give the highest priority to its policy guideline of serving the people. In this way, the Government should certainly be able to revitalize the economy and achieve national unity."

The senior secretary said, "It is desirable that each ministry carries out and manages relevant government tasks under its own initiative. My office plans to arrange quarterly progress report sessions on government tasks, which will be presided over by the President."

Beginning at 12:50 after lunch, Park Dae-yeon, CEO of TmaxSoft, delivered a special lecture under the title of "Software and the Hope of Korea as It Dashes Toward an Age of US$40,000 Per Capita GNI." The lecture was followed by two hours of panel discussions and another lecture entitled "Future Society and the Republic of Korea," by Kim Do-yeon, Minister of Education, Science and Technology. A summary of today's discussion was reported back to all the participants, and President Lee made concluding remarks.

In his speech, Mr. Park of TmaxSoft introduced himself as a living witness of the 30 years of Korean software industry. "Over the past 24 years, I have been totally engrossed in developing the industry. I haven't had time to watch a movie during that time. My burning desire is to establish a leading software company globally." The President and other participants gave Mr. Park a resounding round of applause.
